A new report finds the Central Valley of Bakersfield has one of the nation's largest populations of young people who are not going to school or going to work. Two other cities with the highest rates of so-called "disconnected youth" are Memphis, Tennessee, and Lakeland, Florida. Reporter: Ana Tintocalis
